Congressman Harley Rouda Votes to Restore Tax Fairness for California Families

Washington, D.C. – Today, Congressman Harley Rouda voted to pass H.R. 5377, the Restoring Tax Fairness for States and Localities Act, which would eliminate the cap on the state and local tax (SALT) deduction in 2020 and 2021.

Said Rouda, “Restoring the full state and local tax deduction is long overdue. In Orange County, we already pay more in federal taxes than we receive in federal spending and President Trump’s tax plan means my constituents are taxed twice. But raising taxes to pay for a temporary reprieve is not the way to govern. I will work across the aisle to find a permanent fix for the 115,000 families in my district that use the SALT deduction to keep billions of dollars in their pocketbooks.”

H.R. 5377 also would:

• Eliminate the marriage penalty on SALT deductions in 2019 by raising the cap to $20,000;
• Double the existing above-the-line deduction for teachers’ out-of-pocket classroom expenses to $1,000; and
• Establish a $1,000 above-the-line deduction for professional first responders’ out-of-pocket work expenses.
